The establishment and maintenance of the Register of Pollutants and Transfer of Pollutants of the Republic of Srpska (PRTR) is defined by the Law on Environmental Protection (Official Gazette of the Republika Srpska, No. 71/12), the Law on Amendments to the Law on Environmental Protection (Official Gazette of the Republika Srpska, No. 79/15 and 70/20) and the Rulebook on the Register of Release and Transfer of Pollutants from Facilities ("Official Gazette of the Republika Srpska", No. 55/23 ). The Republic Hydrometeorological Service of the Republic of Srpska is the competent institution for keeping the Register of Pollutant Discharges and Transfers.

The responsible person of the plant, for which an environmental permit has been issued, is obliged to submit data on the release and transfer of pollutants once a year, no later than March 31 of the current year for the previous calendar year. Reporting is done through the web application, in accordance with the forms prescribed by the Ordinance on the Register of Release and Transfer of Pollutants from the Plant. The following activities are obliged to report:

• the energy sector;
• production and processing of metals,
• mineral industry,
• The chemical industry,
• waste and wastewater management;
• production of paper and wood products and processing,
• intensive livestock production and fisheries,
• production of animal and plant products from the food sector,
• pretreatment plants, leather tanning plants, plants for the surface treatment of materials, objects or products using organic solvents, plants for the production of carbon or electrographite or by graffiti, installations for the construction and painting or stripping of paint from ships and other activities in accordance with regulations.

The data reported as part of the annual report includes general data on the source of pollution, data on emissions to air, soil, data on wastewater and data on waste management.

The Institute assesses the quality of the submitted data, in terms of their completeness, consistency and credibility, and prepares annual reports on the Register, which it submits to the Ministry of Spatial Planning, Construction and Ecology of the Republic of Srpska
