Pollutant release and transfer register (PRTR) is a set of systematized data on the pollutant release into the air, water and soil, data on waste management, the transfer of pollutants outside the place of origin and the pollutant release from diffuse sources. Pollutant release and transfer register of the Republic of Srpska is managed by the Republic Hydrometeorological Institute, in accordance with the Law on Environmental Protection ("Official Gazette of the Republic of Srpska", No. 71/12, 79/15 and 70/20) and the Rulebook on the Pollutant release and transfer register from facilities ("Official Gazette of the Republic of Srpska", No. 55/23). The Protocol on Pollutant Release and Transfer Register (PRTR) is a special international agreement adopted at the Fifth Ministerial Conference "Environment for Europe", held in Kyiv in 2003, and is an international agreement developed within the framework of the Aarhus Convention (Convention on Access to Information, Public Participation in Decision-Making and Access to Justice in Environmental Matters). With the accession of Bosnia and Herzegovina to the PRTR Protocol in 2003, Republic of Srpska implemented the provisions of the PRTR Protocol and the E-PRTR Directive in its legislation.

The goal of this Protocol is to improve the public's access to information by establishing unique, complete pollutant release and transfer registers in accordance with the provisions of this Protocol, which could facilitate public participation in environmental decision-making and contribute to the prevention and reduction of environmental pollution.
